How to Merge, Split, and Rotate PDFs Online for Free

By ClickSolveTools Editorial TeamUpdated 10 min read

To merge PDFs for free, open the PDF Merger, drop in two or more files, drag them into the order you want, click Merge PDFs and download merged.pdf. Splitting, rotating, watermarking and extracting text follow the same pattern: add a file, choose options, download the result. Everything runs in your browser, so your documents are not uploaded to a server.

This guide walks through each task using the controls the tools actually have, and it says plainly what each one keeps, drops or cannot do. We tested the key behaviors described here in September 2026 with sample files. The short version: merging drops bookmarks and the document title, the splitter lists pages in numeric order, password-protected files must be unlocked first, and text extraction does not read scans.

How Do Browser-Based PDF Tools Work?

A browser-based tool reads the file you choose into your device's memory, changes it with JavaScript, and hands you the result as a download. Nothing has to travel to a server for that to work. Our PDF tools use pdf-lib to create and modify PDFs, and the text extractor uses PDF.js, Mozilla's PDF parsing and rendering library.

  1. You pick a file, and the browser reads it with the File API. The file stays in memory on your device.
  2. The library processes it on your device and builds the result as a file in memory.
  3. You click the download button, and the browser saves the result to your downloads folder.
  4. Closing the tab releases the memory. Nothing is saved on our side, because nothing was uploaded.

The page and its libraries still load over the internet, and some tools fetch a helper the first time you need it, such as the splitter's zip download. None of those requests contain your file.

You can check this yourself. Open your browser's developer tools (F12 in most browsers), go to the Network tab, then choose a file and run the tool. The Chrome DevTools guide explains how to read the list. When we ran this check on the merger with two test PDFs, the only requests during the merge were analytics requests with empty bodies. Neither carried any file content.

How Do You Merge PDF Files?

  1. Open the PDF Merger and drop your PDFs on the drop area, or click it and select several files at once. The "+ Add more files" button adds more later.
  2. Check the list. Each file shows its page count and size, and a summary bar shows total files, total pages, combined size and an estimated output size.
  3. Put the files in order by dragging them, or use the up and down arrows. Remove any file you do not want. Pages appear in the merged PDF in the order shown.
  4. Click Merge PDFs, which needs at least two files, wait for the progress bar, then click Download Merged PDF. The file downloads as merged.pdf.

Merging copies the pages from each source into a new document. Text, images and fonts come across, and the text stays selectable, but not everything attached to a PDF does. Here is what we saw when we merged two test files that had bookmarks, links and a form field:

What was in the source file After merging
Page text, images and fonts Kept. Text stayed selectable.
Links to web addresses Kept.
Links that jump to a page inside the same file Not reliable. In our test they no longer pointed to the right page.
Bookmarks (the outline or contents panel) Dropped. The merged file had none.
Document title and author Dropped. Both were empty in the merged file.
Fillable form fields May stop being fillable. The field boxes stayed on the page, but the form definition was not copied.
A password-protected file Breaks. Its pages came out unreadable. Unlock it first (see the limits below).

This fits the library's own documentation, which warns that copying a document does not carry over all information, such as forms and outlines. If bookmarks or fillable fields matter, merge in a desktop PDF editor instead.

Tip: put the files in order before you click Merge PDFs. Fixing the order afterward means splitting and merging again.

How Do You Split a PDF or Pull Out Pages?

Open the PDF Splitter and drop a PDF on the page. It shows the page count and size, then offers three modes:

Click Split PDF. Each result appears with its own Download button, and Download All (.zip) bundles them into one archive.

Page order quirk: Extract Pages puts pages in numeric order no matter how you type them. Entering 3,1 gives a file with page 1 followed by page 3. To choose the order yourself, use the PDF Page Extractor, which follows the order you type.

How Do You Extract Text From a PDF?

The PDF to Text tool reads the text layer of a PDF. Drop a file and it shows a progress bar, then the page, word and character counts and the full text.

  1. Drop or select a PDF.
  2. Wait for the progress bar to finish.
  3. Choose All Pages to see everything at once, or Page-by-Page to step through with the Prev and Next buttons.
  4. Click Copy All, or Download .txt to save a plain-text file.

Each page starts with a heading such as "--- Page 1 ---", and each page comes out as one continuous block with no line breaks, so paragraphs, columns and tables lose their layout. Expect to tidy tables by hand.

Two limits matter. First, there is no OCR. A scanned PDF is a picture of a page, so the tool reports that no extractable text was found. To tell which kind you have, try selecting a word in your PDF reader: if you cannot, it is probably a scan. Second, a password-protected PDF is rejected with an error instead of a password prompt. If you can open the file in a PDF reader with the password, copy the text there.

How Do You Add a Watermark to a PDF?

The PDF Watermark tool stamps text across your pages. Drop a PDF, then set:

Check the preview box, click Apply Watermark, then click Download Watermarked PDF. Keep the opacity low: the 15% default stays visible without hiding the text underneath, and the slider stops at 50%.

Two cautions. The text must use characters the standard Helvetica font can draw, which covers English and accented Latin letters such as é and ü. In our tests, Chinese, Cyrillic and emoji text made the tool stop with an error. And a watermark is a label, not protection. It is ordinary text drawn on the page, so it stays selectable and a PDF editor can remove it. For sensitive files, control who receives the file.

How Do You Rotate PDF Pages?

Open the PDF Page Rotator and drop your file. It shows a grid of numbered pages.

  1. Click a page to turn it 90° clockwise. Right-click it to turn it 90° counterclockwise.
  2. To change every page at once, use Rotate All: 90° CW, 90° CCW or 180°. Reset All clears your changes.
  3. Click Save Rotated PDF.

Rotation is stored as a setting on each page rather than by redrawing the content. In our test, the saved file kept its text, links and bookmarks, and every page reported a 90° rotation. The pdf-lib documentation describes page rotation as a multiple of 90 degrees. Rotate only the pages that are wrong, and check the thumbnails before you save.

How Do You Turn Images Into a PDF?

The Image to PDF converter accepts JPEG, PNG and WebP files and puts each image on its own page. Drop the images and order them by dragging or with the arrows, then choose:

Click Create PDF, then Download PDF. With the defaults, two test images became two A4 pages, each scaled to fit inside a 30 pt margin with its proportions intact.

JPEG and PNG files are placed as they are. WebP files are converted to PNG first, which can make the PDF larger. HEIC photos are not accepted, so convert them to JPEG first. Large photos make large PDFs, so shrink them before you build the file. Our image compression guide explains how.

What These Tools Cannot Do

Browser-Based vs. Server-Based PDF Tools

Question Browser-based tools like these Server-based tools
Does the file leave your device? No. It is processed in memory on your device. Yes. It is uploaded, processed on a server and sent back.
Who controls retention? Nothing is stored by us, because nothing is uploaded. You rely on the service's policy. Read its privacy terms for how long files are kept.
Size limits Set by your device's memory. We do not cap file size. Set by the service, often tied to a plan. Check before you upload.
Account needed? No. Varies by service.
OCR, heavy compression, true text editing Limited or not available. Often available.

Frequently Asked Questions

How do I merge PDF files for free without uploading them?

Open the PDF Merger, drop in two or more PDFs, drag them into the order you want, click Merge PDFs, then click Download Merged PDF. The merge runs in your browser, so the files are not uploaded. The tool needs at least two files.

Does merging PDFs keep bookmarks, links and form fields?

Only partly. In our tests, page content and links to web addresses were kept, but bookmarks and the document title and author were dropped, links that jump to another page inside a file stopped pointing to the right page, and form fields may no longer be fillable. If those matter, merge in a desktop PDF editor instead.

Can I merge or split a password-protected PDF?

Not directly. In our test, merging a password-protected file produced unreadable pages, and PDF to Text refused the file with an error. If you know the password, the PDF Password Remover can make an unlocked copy first, but that copy is built from page images, so it loses selectable text and is larger.

How do I extract specific pages from a PDF?

In the PDF Splitter, choose Extract Pages, type the pages or ranges you want, such as 1, 3, 5-8, and click Split PDF. You get one new PDF with those pages. The splitter keeps them in numeric order. To choose a different order, use the PDF Page Extractor, which follows the order you type.

How can I check that my PDF is not being uploaded?

Open your browser's developer tools (F12 in most browsers), go to the Network tab, then choose a file and run the tool. You will see requests for page scripts and small analytics pings, but none should be as large as your PDF. A request the size of your file would mean it is being sent somewhere.
